Update: It appears that this issue only occurs when using the dial-up modem. When using the broadband adapter, players are able to join within a few seconds. Again, I know the modem is working fine as I don't experience lag in any other area of PSO or in other games. Whatever the issue is, it's only when using the hard drive and modem. The faster connection speed of the broadband adapter appears to get around the issue.
