I think with TRUE dma it solve your problem,but if not try 64 clusters.

All my test it's in PAL dreamcast,sometimes maybe it's not the same config like me,be careful too !

my console is NTSC/UC , activating dma +true , or dma alone causes the game to give black screen not starting, are you sure that this cluster thing will help? because its a biiiig headache to copy HDD content to my pc , format , then copy back , so I wont do it unless it looks helpful to you,
